Yes, Square Enix holds publishing rights to Grandia III, as does Ubisoft with the original PC release in the USA. (The original PC release wasn't based on the dreamcast version, so it could be considered a different game.) Grandia III was also produced mostly by Production I.G. And some of Game.Arts, while Game.Arts went on to make more mobile and Japanese-Only games. Grandia III on PC would be nice, but unless Square says so, it likely won't happen, due to how bad Grandia Xtreme was for them.

While Grandia Xtreme was absolutely terrible, it had one amazing mechanic that Grandia II and Grandia III don't have, and that's cross-character skills/spells.
